Applying for Re-Entry, Repatriation or Transfer to UofT

Applying for a Re-Entry Position
Physicians practicing in Canada who are seeking to re-enter residency training can apply for the Ministry of Health Re-Entry Program. Physicians who are successful in securing a re-entry residency position will have a Return of Service (ROS) after training is complete.
Eligibility
- Must submit application through the Ministry of Health
- be a Canadian citizen or permanent resident of Canada
- hold a current certificate of registration for independent practice from a medical regulatory authority of any province or territory in Canada (Note: If you are holding a restricted certificate of registration, you are not eligible to apply)
- have been in full-time practice in Canada for a minimum of 12 consecutive months at the time of application
- for physicians who are practicing in another province, you must be eligible for a certificate of registration for independent practice from the College of Physicians and Surgeons of Ontario
The Ministry of Health will provide the University of Toronto with all requests for Re-Entry. We kindly request that you do not submit documentation to us (only applications received directly from the Ministry of Health will be considered).
At the University of Toronto, re-entry applications are reviewed alongside repatriation requests, and transfer requests. Support for re-entry applications is based on funding availability and program-specific training capacity. Please note funding is extremely limited; we receive far more requests annually than we have capacity to support.

Repatriation
Physicians who have completed or partially completed residency training outside Canada and require up to 2 years of further training to meet Royal College of Physicians and Surgeons of Canada (RCPSC) standards may qualify to apply for Repatriation. Please note funding is extremely limited; we receive far more requests annually than we have capacity to support. To be eligible for consideration, you must:
- be a Canadian citizen or permanent resident
- have a degree from an accredited medical school listed in the World Health Organization (WHO) medical school directory list
- received a letter of assessment from the RCPSC specifying the length of training required to be eligible to write the certification examinations (candidates must receive an assessment of their training by RCPSC before their application to the program can be considered)
- have received an offer of postgraduate training appointment from a faculty of medicine in Ontario
Applying to the University of Toronto
If you are interested in applying for Repatriation, please submit the following documents to pgme.transfers@utoronto.ca by the end of January.
- Letter from the RCPSC confirming your required length and type of training (training evaluation letter)
- Personal Statement/Letter of Intent
- Up to date Curriculum Vitae
- Previous Evaluations
- Copy of Medical Diploma
- Proof of Canadian Citizenship/Permanent Residency
Incomplete applications will not be considered.
At the University of Toronto, repatriation applications are reviewed alongside re-entry requests, and transfer requests. Support for repatriation applications is based on funding availability and program-specific training capacity.
Transfer Requests – Residents Registered in other Canadian Universities
Residents currently registered at a Canadian University who are interested in transferring to the University of Toronto, must apply for consideration through their home Postgraduate Medical Education office, per the AFMC transfer guidelines . Requests for consideration will be provided to the University of Toronto after the CaRMS Second Iteration Match Day.
As funding is not transferable between universities, support for requests to transfer to UofT is based on funding availability and program specific training capacity. In recent years, we have not had any funding available to accept transfer requests.

Transfer Requests – Residents Registered in Accredited Program at an American University
Residents currently registered in an accredited program at an American University, who are interested in transferring to the University of Toronto can apply for consideration. Candidates should submit the following documents to pgme.transfers@utoronto.ca by the end of January.
- Personal Statement/Letter of Intent
- Up to date Curriculum Vitae
- Copy of Medical Diploma
- Proof of Canadian Citizenship/Permanent Residency
- All In Training Evaluation Reports
- Letter of Good Standing from the Postgraduate Associate Dean (should include any leaves or periods of remediation – if applicable)
Incomplete applications will not be considered.
