Resident Payroll and Extended Health Care and Dental Benefits
Overview
The Toronto Hospitals’ Postgraduate Payroll Association (THPPA) serves as the paymaster for all University of Toronto, Temerty Faculty of Medicine, Ministry of Health (MOH) funded, registered PGY residents. Below you will find important information about payroll, Extended Health Care and Dental Benefits, Group Life Insurance, and taxes for both new and returning residents.
Resident Payroll Quick Facts
- Residents are paid semi - monthly, on the 15th and 30th of each month.
- Call stipends are paid monthly, with payment issued at the end of the month following the call. For more details on call stipends see On-Call Stipends Overview.
- Residents are classified as T4 Taxable Income employees.
- The current Annual Salary Scale can be found on the PARO website.

Next steps, choose the option that best reflects your current classification below:
New Residents
As a new resident, you must enroll with THPPA through both online and document online submission to receive your salary, extended health care and dental benefits and group life insurance.
Tax Forms
- Complete your TD1 tax deduction forms for the current tax year (federal and provincial) to determine your payroll tax deduction. Navigate to the CRA website to find the fillable PDFs below:
- Provincial – TD1ON Ontario Personal Tax Credits Return
- Federal - TD1 Personal Tax Credits Return
- Use your POWER trainee number as your employee number to fill out the TD1 tax deduction forms
- Upload completed TD1 tax deduction forms (federal and provincial) to the PGME Form Site for review and processing by THPPA staff.
Residents are professionally responsible for updating their tax information if there are any changes. Failure to do so may impact your year-end tax filings.
Electronic Direct Deposit
- Upload a void cheque or direct deposit bank form to the PGME Form Site
- The void cheque must be from a chequing account. Credit line accounts will NOT be accepted.
Extended Health Care and Dental Benefits Sign-Up (Online via POWER)
In mid-April, the POWER learner registration Portal will open for the new academic year where you will be able to access the benefit section in your POWER account.
- There will be a warning message once you log into POWER (Before registering, you must complete the “Payroll Benefits From”)
- Navigate to the Payroll Benefits Form under the "Enrolment Forms" section in your POWER menu which will take you to the payroll area of POWER, include all details i.e. single or family coverage and dependent information etc.
- You can only submit this form once, so ensure all information is accurate. Any corrections or changes after submission will require contacting THPPA at pgme.payroll@utoronto.ca

Sun Life Group Life Insurance
You will receive a secure email in mid-April via DocuSign with the Sun Life Group Life Insurance Benefit form. Complete the form (including electronic signature) and submit via DocuSign.
- When completing the form your Member ID is your Social Insurance number
- Enrollment is mandatory as per the PARO-CAHO Contract. For questions about participation, email pgme.payroll@utoronto.ca
- Residents must notify pgme.payroll@utoronto.ca of any changes to their Sun Life Group Life Insurance Benefits details.
Once Fully Registered with the PGME Office
Dayforce Powerpay Payroll Platform
- Mid-July - residents will receive an email from THPPA with instructions on signing up for dayforce Powerpay. New residents will use dayforce Powerpay’s self-service feature to access pay stubs, and T4 statements. For employment/salary verification letters, please visit the THPPA FAQs for details.

Manulife Extended Health Care and Dental Benefits Card
- Mid-August, Manulife will mail your benefits card. Delivery may take a few weeks, but you can submit service or prescription receipts for reimbursement in the meantime. For an electronic copy or if you haven’t received your card by September, email pgme.payroll@utoronto.ca

Returning Residents
Annual Tax Forms
- Each year in mid-February, the following tax forms become available in a learner POWER account under “Tax Document/or forms” section in the POWER menu.
- T2202 Tuition and Education Amounts
- T2200E Declaration of Conditions of Employment
- You can access and print these forms by logging into the POWER system with your UTORid and Password. Both forms report the number of months you were registered in a qualifying educational program and the associated eligible fees/expenses.
Important Notes:
- THPPA only provides T2200E and T4 forms to PGY residents paid through the THPPA payroll system.
- Learners can access T4 statement through the dayforce Powerpay Self-Service app.

THPPA cannot provide tax advice or guarantee CRA approval for tuition, education, or employment expense credits. Learners must assess their own eligibility. For more details, consult a tax professional or the Canada Revenue Agency.
Clinical Fellows must request their employer or funding source to sign the T2200E to claim employment expenses. The form is available on the Canada Revenue Agency website.
Extended Health Care and Dental Benefits
The Manulife Group Benefit Plan for residents offers two options:

Employee-Paid Benefits Summary
- Group Life Insurance: Coverage equals two times the annual earnings, adjusted to the nearest $500.
- Extended Health & Dental Care: No private or semi-private hospital coverage.
- Short-Term Sick Leave: Paid sick leave up to six months or until the end of the current academic appointment.
- Courses: Advanced Cardiac Life Support (ACLS)
- Vacation: Four weeks of paid vacation per year. No vacation carryover allowed.
- Professional Leave: Up to seven working days.
- Pregnancy & Parental Leave Top-Up: Up to 27 weeks of 84% top-up benefit, available only if receiving Service Canada maternity/parental EI benefits.
- Long-Term Disability (LTD): 70% of salary, tax-free, until age 65.
Pregnancy & Parental Leave Benefits
Service Canada provides up to 52 weeks of combined Pregnancy and Parental Leave Benefits, consisting of:
- 17 weeks of Pregnancy Leave
- 35 weeks of Parental Leave
- The first week is a waiting period and is unpaid.
- As Service Canada follows a seven-day week, we recommend:
- Making your last working day a Saturday
- Starting your leave on a Sunday
- Ending your leave on a Saturday
- Returning to work on a Sunday
THPPA Leave Process
- Your Program Administrator/Director will submit your Pregnancy & Parental Leave dates to the PGME office
- At the end of your pay period, THPPA will issue your Record of Employment (ROE).
- THPPA will send the ROE electronically to Service Canada as part of your EI application.
Applying for EI Benefits
You can apply for Pregnancy & Parental Leave Benefits online or in person at any Service Canada - Canada.ca
Top-Up Payment Process (84% Salary for 27 Weeks)
- Once you begin receiving EI benefits, send a screenshot of your Service Canada payment summary showing your first few weeks of payments.
- Submit your payment summary from the Service Canada Site to pgme.payroll@utoronto.ca
- The summary should have the waiting period, first deposit into your bank account and your name and trainee number.
- THPPA will then deposit the difference between your EI payments and 84% of your gross salary (less deductions) for up to 27 weeks.
